Abia Unveils N110bn+ Creative Economy Investment Pipeline, Opens Power and Utilities Sector to Foreign Investors at AfriCANDO 2026
The Abia State Government has unveiled an extensive portfolio of investment opportunities in arts, culture, tourism, the creative economy, power and public utilities, positioning the state as a potential destination for domestic and international investors ahead of the AfriCANDO 2026 U.S.–Africa Trade and Investment Conference and Expo.
The investment proposals, contained in sectoral compendiums prepared by the Ministry of Arts, Culture and Creative Economy and the Ministry of Power and Public Utilities, outline projects aimed at attracting private capital, creating employment, expanding infrastructure and strengthening the state’s economic diversification agenda.
The arts, culture, creative economy and tourism investment compendium projects an investment target of over N110 billion, covering opportunities across Abia’s 17 local government areas. It identifies 11 investment-ready sites and projects with a potential to generate more than 100,000 jobs for youths and artisans.
The initiatives are being presented within the broader development vision of Governor Alex Chioma Otti, OFR, whose administration is pursuing infrastructure modernization, economic transformation and increased private-sector participation in the state’s development.
Investment Opportunities in Arts, Culture and Tourism
Among the flagship proposals is the development of a Creative City and Amphitheatre in Umuahia, featuring a 5,000-seat multipurpose amphitheatre, a modern state museum, contemporary art gallery, rehearsal studios, banquet halls and administrative facilities. The project has an indicative investment capital of US$7.1 million, approximately N10 billion, and is proposed under a Public-Private Partnership (PPP), joint venture or concession arrangement.
The government is also seeking investors for the Azumini Blue River Eco-Tourism Resort and Water Sports Park in Ukwa East Local Government Area. The proposed resort is expected to feature luxury riverfront lodges, floating restaurants, kayaking, jet skiing, boat cruises, canopy walks, wellness facilities and an artisan souvenir village. Its indicative investment capital is US$10.7 million, approximately N15 billion.
Another major opportunity is the Abia State Entertainment Village and Nollywood Production City, designed to provide film production facilities, sound stages, post-production studios, sound recording facilities, equipment rental services and talent incubation programmes. The project is estimated at US$10 million, approximately N14 billion, and is proposed for joint venture, equity investment or PPP arrangements.
The compendium also highlights the modernization of the Akwete Weaving Village and Textile Export Hub, aimed at transforming the traditional Akwete textile industry into a globally competitive fashion and home décor manufacturing hub. The project includes mechanized weaving technology, a training institute, raw material warehouses, an international trade showroom and an e-commerce fulfilment hub. The indicative capital requirement is US$5.7 million, approximately N8 billion.
Additional investment opportunities include the Abia State Arts, Crafts and Fashion Malls in Aba and Umuahia, with an estimated capital requirement of US$7.1 million, approximately N10 billion. The proposed malls will provide more than 500 vendor retail suites, art gallery pavilions, jewellery and craft stalls, exhibition spaces, secure banking and customs-clearing facilities, and an export packaging hub.
The government is equally inviting investment in the revitalization of state-owned hospitality assets, including Abia Hotels in Arochukwu, Aba and Umuahia, alongside other government guest lodges. The proposed rehabilitation and repositioning programme is estimated at US$10.7 million, approximately N15 billion, and is structured around long-term concessions.
Modern recreational centres and facilities in Umuahia and Aba, with an indicative capital requirement of US$7.1 million, approximately N10 billion, are also part of the investment portfolio. The facilities are expected to include amusement parks, fitness and wellness centres, water leisure parks, open-air performance spaces, family leisure zones and hospitality services.
The compendium further identifies opportunities around heritage tourism, including the National War Museum and Ojukwu’s Bunker Complex, the Arochukwu Long Juju Slave Route, Azumini Blue River, Isi Uzu Waterfall and Ulochukwu Cave in Bende Local Government Area.
These tourism assets are proposed for development through conservation, visitor infrastructure, digital interpretation, guided tours, hospitality facilities and private-sector participation.
Power and Public Utilities Investment Opportunities
The Ministry of Power and Public Utilities has also presented a separate investment concept note seeking foreign investment and strategic partnerships to expand and modernize electricity, water, sanitation and other essential public utility infrastructure in Abia State.
The concept note identifies the state’s growing commercial and industrial activities, particularly in Aba, Umuahia and Ohafia, as drivers of demand for reliable electricity, potable water and sustainable utility services.
Priority investment areas include renewable energy and mini-grid development, grid modernization, electricity transmission and distribution infrastructure, natural gas infrastructure and gas-to-power projects, water supply rehabilitation and expansion, sanitation and hygiene infrastructure, and modern public utility management systems.
One of the proposed projects is the deployment of solar-powered mini-grids of up to 50 megawatts in Abia North, including Ohafia, Arochukwu and Abiriba, with an estimated investment requirement of US$65 million.
The concept note also outlines opportunities for scalable gas-to-power infrastructure to support industrial clusters and commercial centres, including the Abia Industrial Innovation Park (AIIP) and the Umuahia power network. An indicative investment of US$100 million is cited for a related gas-to-power development.
Other proposed investments include upgrades to electricity distribution and transmission networks, natural gas pipeline infrastructure, water production and treatment systems, storage and distribution networks, wastewater treatment, solar-powered street lighting, smart metering and electric vehicle charging infrastructure.
The document emphasizes the need for integrated energy and water solutions to improve service reliability, reduce operational costs for businesses and support industrial productivity.
Government Support and Investment Framework
The state government has outlined several policy and institutional support mechanisms intended to facilitate private investment in the identified projects.
These include investor facilitation and fast-track permitting through the state’s One-Stop Investment Centre, statutory and regulatory backing, proposed government co-funding and budgetary support for selected cultural infrastructure and tourism development, and applicable fiscal incentives under relevant federal tax frameworks.
The compendiums also propose diverse transaction structures, including Public-Private Partnerships, Build-Operate-Transfer arrangements, long-term concessions, joint ventures, equity investment, technical operating partnerships and private management contracts.
For the creative economy, the government is emphasizing the commercial potential of Abia’s indigenous crafts, Akwete weaving, cultural festivals, heritage sites, tourism destinations and creative talent. In the power and utilities sector, the focus is on attracting capital and technical expertise to improve infrastructure and service delivery.
The documents also outline implementation milestones, including project approvals, site surveys, architectural concept designs, tourism asset inspections, topographical surveys, physical asset inventories, concession documentation and technical assessments.
AfriCANDO 2026 as Investment Platform
The investment opportunities are being presented ahead of AfriCANDO 2026, the 27th Annual U.S.–Africa Trade and Investment Conference and Expo, scheduled to hold from November 17 to 19, 2026, at the International Conference Centre, Umuahia, Abia State.
The conference theme is “Deepening U.S.–Africa Commercial Ties in the Era of AfCFTA and AGOA.”
The event is expected to provide a platform for international investors, development finance institutions, bilateral trade delegates, private equity sponsors, hospitality operators, creative economy entrepreneurs and technical partners to engage directly with the state’s investment proposals.
The Ministry of Arts, Culture and Creative Economy has indicated that investors can engage through the AfriCANDO 2026 Deal Room, while the Ministry of Power and Public Utilities is inviting international investors and development partners to explore bankable projects in energy and essential infrastructure.
The state’s investment drive reflects an effort to leverage its cultural heritage, commercial centres, industrial potential and infrastructure development agenda to attract private capital, strengthen economic activity and expand employment opportunities.
The proposed projects, if successfully implemented, could create new revenue streams, support local businesses, improve tourism infrastructure, strengthen electricity and water services, and enhance Abia State’s competitiveness as an investment destination in southeastern Nigeria.
